Brokerage Fee and Surety Bond Fee statement?!?!?!?

I made a delivery from Toronto Canada to Florida and was not informed of any further fees other then possible duties. My brother-in-law has received an unsolicited invoice from PBB Global Logistics for a Brokerage Fee and a Surety Bond fee as a result of this delivery. There is the absence of a contractual agreement, the absence of disclosure of the existence or amount of the Brokerage Fee and Surety Bond fee when the item was delivered and the signature that was given was for receipt of the item in good condition only.

He is now being threatned with a collection agency and a malicious entry in his credit statement.

This results in a transaction so harsh and adverse as to constitute an unconscionable business practice tantamount to a scam and fraud.
