Joslin Mechanical LLC All Jersey Mechanical LLC Took my money, didn't complete job and didn't refund all Sewell Nj

Back in February I asked for recommendations of a contractor on fb that is when Andrew Joslin inboxed me he was interested in giving an estimate.  Unfortunately I went with the wrong one.  Andrew Joslin took our your money and bailed. He goes by Joslin Mechanical and used to go by All Jersey Mechanical and per Woodbury weights and measures he is not licensed. 

Andrew came out to my home we explained what we were looking for an addition to make our house bigger for our growing family, he then took down measurements and ideas of what we were looking for we also asked that the plumber that was going to be used for the addition to also replace the old sewer pipe for a newer PVC pipe. He came out after being paid half of the money we agreed on and tore up my front yard when I was not home. My husband was here but he was in the house so nobody can confirm that he did any work to what he said he was going to do.

When I came home and saw that my yard was ripped up and he was out there I asked what happened oh, he said he was starting the job on the sewer pipe. I asked when he was going to put the yard back together he said when he starts the addition. After waiting months we have been trying to get in contact with Andrew he may have answered us one or two times and then he completely cut us off. Finally after several Facebook messages to him he said I will put a check in the mail. To what he told me that the check would be with a refund that I had asked for.

It took two weeks for the check to arrive and it was in the amount of $8,305, we did pay him $13,000 I then message to Andrew again and asked why the check was short? With no explanation at that. He ignored me and still to this day ignores me that is when I decided to take action and put him on blast. After much research I found he went by another company name and he has a very bad reputation with both company names.

Since Feb 2020 we contacted Andrew Joslin at Joslin Mechanical  I paid the man $13,000 and he did not refund it all I need to not do work he was said to be done what we agreed on. The only thing he did was come out and rip my front yard up and did not put it back so now I'm left with a mess and I'm out of $4,695. According to National Park Borough they dont  have any record of him coming into their for permits and plans as he said he paid for. My invoice from him States architect plans are included. I never received any plans or any work that was said to be done.
