I was duped on an Acceport.com purchase that I have never received. I ordered a very hard to find digitizer pad to repair my wife's broken cell phone, which is virtually unusable because the touch screen is almost completely unresponsive. Acceport.com was one of the few sites actually offering the part I need to fix her phone.

I placed the order on November 10, 2011 and received a prompt email just after I placed the order telling me that my order was being processed and it would take 10 to 15 business days for the part to arrive. I waited nearly an entire month and had not received the part or been provided with a tracking number. So I sent a follow up email to this vendor requesting a status update. They sent back a reply email telling me that the part has shipped and to please be patient that it takes 10 to 15 working days for delivery (again, no tracking number was provided), which I had already waited long past as the situation was.

I have ordered devices and parts overseas before so I am accustomed to waiting sometimes up to 3 weeks for shipments to arrive. But Acceport.com never provided a confirmation of a shipment date or a tracking number and it was already well past the original 15 business days they promised I would receive my order. I did some research on this company and the names behind it and read testimonials from other people whose experience in dealing with Acceport.com was exactly like mine.

I ended up filing a dispute on PayPal and requested a refund on a Monday. I then waited until late on Friday and the seller never responded to my PayPal dispute so I escalated my dispute to a PayPal claim. Although I would much rather actually have the part I had ordered instead.
 
My warning to anybody else reading this is that PayPal's policy is that disputes must be filed within 45 days of the payment so please be careful if you ordered something from them via PayPal and believe you were swindled. Their M.O. seems to be stringing people along by making empty promises to ship products by telling customers to be patient and wait another 10 to 15 days hoping that PayPal's dispute expiration policy will prevent people from filing a claim to get their money back.

Now that I see how the published report appears I wanted to clarify some things. Acceport (http://www.acceport.com) is an Internet company. If I had to file this report over again (or could make minor edits to the original report) then I would have specified "Internet" instead of Pittsburgh PA as the location. The location information I included on my report was how it appeared on the WhoIS search on Network Solutions internet domain WhoIS search for the domain registration information of "acceport.com".

Zhongren Cao is listed as the registrant for this Internet domain and apparently many others as well. I have seen another report on this same site implicating "Zhongren Cao" running identical scams across many other internet domain names over the past two years. The registrant organization name used is "United Pacific Connections Company". According to "http://whois.domaintools.com/acceport.com", "United Pacific Connections Company" owns about 64 other domains. My theory is that the person(s) behind Acceport registers lots of Internet domains to cast a wider net to ensnare more victims and also to start up the same scam under new internet domain identity to gain victim's trust.
