A friend was considering buying a home in Orange or Seminole County Florida and because of my profession asked me to check out the background of the property, the current property management and of course the previous transactions.

To say I was floored is an understatement.  My initial research led me to a complaint on here by the very same owner,  and in a partnership with other family members who are all under Federal Tax liens, in the process of handwriting their 6th or 7th bankruptcy in 3 years, or recently released from jail.

To the young man "Jeremy" on here, who got taken for several thousand dollars,  you need to call the Florida Bar association and ask for a referral appointment with an atty who practices real estate law.  The house you put an offer on-  the property taxes have not been paid since 2003 and a Federal tax lien was slapped on it in March 2011. 

That is why he did not want you to buy it, because it would NOT have a clear title.  If he "rents to own" you the property,  the title is never run.  It is their latest scam since regulations have tightened a bit. 

Run a search on the name Barhatkov on Orange County Fl and Seminole County property appraisers sites and then on sunbiz.  How any person would even look at a property these people had or have is beyond me after my research.  One of them even showed up pro se at a hearing to stay the foreclosure on a property he never owned. 


These clowns held/hold over $6million in holdings with over 50 businesses, most of which are inactive, and Andrey Barhatkov was in business with Osmond Decoteau, who is currently in Federal prison for his role with Donna Daniels in bilking people out of over $20 million in ponzi schemes.

All of which they would like you and the Govt to believe they acquired with no more than $22K income (one of them) and none for the last few years and in their estimation as a result did not have to pay taxes or file a return.  Not kidding.

If that is not bad enough, a check of the notaries they have used on occasion show they are actual officers in some of their defunct companies.

The only good news is that they picked a state with a strong public information law so everything you want to know to protect yourself and avoid them is out there.  Do not give these people any personal identification information or cash under any circumstances. If you read this and you are under a lease or about to enter into an agreement, see a lawyer and give them this information.
