Arapahoe County District Family Court Biases veiws towards men in my divorce proceedings Centennial Colorado

In the past 2 years I had physical custody of my 2 boys, because my ex wife abanonded them into my custody and moved to Alabama. I pay $443.00 a month in Child Support for both boys, During these last 2 years I still had to pay this amount of Child Support due to the Child Support Registery hasn't allowed me to modify my child support in anyway. I have asked for a annaul recomatation meeting with the CEU, thay told me I couldn't have one because the judge said there wasn't a new partenting plan done. I am now going through the District Coiurt to get the partenting plan, custody, and child support modified. The Judge assigned, Juanita L. Rice, would not up hold the laws and civil court procedures. I had to ask for a new judge because she was biases toward men. Magistrate Cole was given the case. He is now saying that the agreement that me and my ex wife made out and notisaried and submitted to court can't be made offical until a hear where my ex wife has to verify her address. Just because my ex wife does want to keep the CEU informed of her present address, me and my boys had to suffer. The CEU is still paying my ex wiofe child support even though they don't have her present address. The total amount of child support I have over payed to my ex wife to this date is $7947.00. The only answer I get from the CEU is I have to sue my unemployed ex wife for all the over payed child support. I wish I could find some other way to resolve this issue. I NEED HELP, PLEASE.
