I received a letter from ANC ststing that I was in final list for winning $2,000,000. I sent the the fee they requested for processing of $14.98. Received another letter today saying I was a winner but need to send another fee of $14.98  for processing and rush processing. I need to know if this is mail fraud, scam, or what.
