This report is to inform any person or persons thinking about doing any dealings with Joe Langolis, or his shop Best Foreign Cars for any reason. I took two of my cars there hearing from friends that he had a good reputation,  but they never dealt with him directly just word of mouth. First of all when you get to the shop its a house converted into a mechanics shop (that has to be illegal in his residential property) and it looks run down with cars everywhere most junk some together.  After he put me through hell twice I realized that he came into ownership of them by doing the same thing that happened to me.  I dont want to go into extreme detail with my specific Incident so ill try to stick to the pertinent information, like whenever I had a question about the work that I wanted performed he had a piece of paper mixed in with other pieces of paper meaning he never had any legitimate bills of parts he bought or an accurate account of time or money spent on the carand whenever I asked him he would get frustrated and say I don't keep a copy of the bill on me I have to make it (yeah make it up). When I got that car back it was in terrible condition he admittedly left the windows down during winter and spring. My car suffered so much interior damage the mold accumulation was unbearable also within my first 20 miles of driving the car one of the parts that I just paid him thousands of dollars to repair and upgrade broke due because he didn't fully install it correctly (he didnt put fluid in a transmission that he just rebuilt) joe being the stand up guy that he is acknowledged all the issues with the car that were his and or his staffs fault but wouldn't take responsibility for anything (I didn't want anything for free I just wanted the type of service that I paid a lot of money for).

My second car that I had him work on went way worst and this one I will keep short since its still fresh in my mind and heart and still hurts like hell. I had a running driving car that I wanted a motor swap done to it I had all the parts for the swap but joe still charged me for parts that I had I was charged 10k for a 4k to 5k job I paid 4k on the job up to the point that I found out the bill was at 10k with no other mention of the bill being that high before that and the average price for the work that I wanted done was no more than 6k at most with the parts that I had this was verified (and he was significantly higher priced than higher grade shops in his area). He also did work that I didn't authorize just to make more money off of the labor. And I ran into the same billing issues with him as I did with the last car, him never knowing how much time parts or labor he had invested in the car at any point and time (if you're asking why did I take another car to him after the first one simple I already had my second car with him before my first car was finished and I didnt think that he would screw me the way he did) so this is the part that makes me mad I had surgery 3 months after my wife had our first child and he waited until I went one day late on my payments and filled for a lien on the car. So now he owns my car just like the others he has in his lot.

This is about Barry Hutcherson's Volkswagens brought to my VW shop.  If you want to read all this, he left the car here for 2 yrs not paid for.

The shop has been at this location 32 years, since 1982, right on RT 2 between Baltimore and Annapolis.  A house I lived in for 16 years and built a garage next to it to fix VW's.

We have had 10,000's of satisfied customers over these years including Barry.

We did a $6000 turbo engine and transmission build for Barry's VW Golf.  Now the car had electric door locks and shaved door handles.  After we completed the job it took Barry two years to pay for it and we kept it stored here for free, no storage charge. During that time the battery went dead, couldn't get in the car with no door handles to get in.  We had to carefully break in or go through the rear hatch.  So we left the window open a little so we could get in later. We covered it with plastic.  Now during the two years we had some horendous storms and these cars leak from the doors and rear hatch.  We had to clean and dry the car several times for free with that free storage while we weren't getting paid for the job we did. So the interior stayed damp and got moldy.  So when Barry finally got it back he had to clean his own car.

I had been in contact with Barry numerous times by e-mail and text and believed every circumstance why he couldn't come get his car.  I sent him detailed e-mails of his job and costs and his payments. He refers to my desk and papers but those are just my notes.  I typed it up sent it to him. He has it.  And he finally paid for it and picked it up.

The first e-mail I have is from 7/14/2011.  Followed by this.

So the car was done in 2012 and not picked up until mid 2014

Now this next part is an outright lie by Barry.

True, one of my guys may have left fluid out, no one knows for sure, but Barry did bring it back and we did rebuild another complete transmission and put it in.  We took full responsibility and fixed it no cost to him.  He lives in Virginia so he did have to bring it back to Maryland.

On to his second car.  He brought two cars to swap the engine and trans, etc.  Again, we did the work and he made payments, until he stopped.  I believe every reason he had for no making payments.  He told me he was having a baby and this had to done before that or he would've have more money for cars. Understandable.

The job required numerous parts to make the swap and many maintenance and repair items that were old, worn out, broken, missing, cracked, leaking, etc.

I advised Barry of everything and he acknowledged to do it and make it right.

And another lie. "waited until I went one day late on my payments and filled for a lien on the car."

I waited until I was no longer hearing from Barry.

Okay well as for the basic swap I want the motor, brakes and 5 lug conversion done maintenance wise I want the chains redone or the motor checked cause neither of us have a clue what condition its in and whatever you feel is needed to do the swap and make it close to factory then as far as the "performance" Im looking for a really nice n/a vr just a quick tought of parts I was thinking a race cam like a 288 or 308 and whatever head work is needed to make that work I have a eip head with a mild port and polish and it might have some valve work done but that head will be available for the build then a chip to match the cam probably a united motorsports then a header I think obx makes one and then a nice clutch and flywheel with a lsd to make sure the power stays on the road there's a couple of things that I know im leaving out but I can email you my ngp and bahnbrenner wish list so you can see what  direction I was trying to go and let me know what is and isnt doable and lastly about the payment itll be minium of 1k I want to do more but the clutch that I made  stink about keeping just went out on me so I need to buy a new one also if you need me to get some of the parts and bring or ship them to you I can

It's been since November 2013 since a payment.  You've told me a couple times that you sent money and didn't.

I've heard thru the VW line that you've bought other car(s) since then, a VR6 turbo.

I've since contacted a lien company who now controls the payment and title to the car.

You can still pay for it and get it but it will be $5800 in a month so if you want to do anything else, act quick.

I had to make an official invoice with sales tax on parts for the company.  Not to mention 9 months of storage.

The car has sat here, not run for all this time. Same as before. I do not control the weather or the animals.

I shouldn't have to do any more work on it for free to correct anything if it has happened. I don't know.

So 9 months later I had to put a lein on it.  $6000 owed, no contact, not wanting it to be sitting all winter, which it is anyway.

I have made it clear that Barry can come pay for this job and get the car.
I did not want to own the car and have to sell it to get paid for our work.
But I have the title now and do not have to wait indefinitley to sell it if I want to.
