Florida Statute FS403.7185 mandates a $1.50 fee be charged for each new or remanufactured tire sold in the state of Florida. That would be $6.00. Most tire disposal companies charge the shop another $3.00 per tire to pick up and get rid of. That would be another $12. So far, we're up to $18. Most shops also add on up to 5% of total bill, or 10% of labor up to a maximum of $25 for shop supplies. I am guessing that the $25 includes the tire disposal fees, and the rest as "shop supplies". Otherwise, she paid about $416 for the tires and alignment. 6% of that would be $25. Sounds about right to me.

Definitive rip-off.

Charging the customer an extra fee that wasn't clearly disclosed before work began is a definitive rip-off. Someone compared it to buying fries at McDonalds and being charged an extra line item (in addition to the price on the menu board) for fryer oil. Incidental costs happen in any business, but they should be rolled into the price of the product or service.
Charging seperately gives the business a way to offer a low-ball quote initially, then jack up the price later. That's pure rip-off by definition. When a price is quoted, it should include everything except taxes. Tires are often subject to more than the standard sales tax, but the store doesn't keep any of that money.
Tire deals are infamous for "ups" and "extras." Always ask the counterman to quote you a price "mounted and balanced, get rid of the old tires, with tax and everything" on the set of tires you are considering buying. Use this price to compare between different stores. The advertised or posted price of the tires by themselves means little.
If you're really paranoid (and it often pays to be) get the price quote in writing before agreeing to the job. Later if they try to charge more, tell them that you don't have that much money, you were only expecting to pay [quoted price].

Not office supplies, shop supplies. It's for the small items mechanics use on your car!

When you buy tires, you have to pay a fee to dispose of the old tires you leave behind.
When your car is repaired, you are charged extra for shop supplies. It could be rags the mechanic uses to wipe away grease. Or it could be silicone sealers that are used to form gaskets.
All this stuff ads up for the shop. So, they started charging for it.
I agree, $25 is a lot to have 4 tires hauled away. Without seeing what was done, I have no way to determine exactly what you are being charged for.
Call the shop back and ask them to explain what was used on your car that added up to $25.
