British Lotto Commission - British Lottery Commission - North American Sweepstakes sent a check for $1,990 and asked for it to be cashed and sent to Oakville Ontario for a tax and clearance fee for my "winnings" of $165,000.00 ripoff Oakville Ontario Canada

On November 27th, 2006 I received this letter (I had to type it up, so the fonts and paragraph spacing are not the same as in the letter):

Participants were selected through a ballot system drawn from 8,000,000 names and addresses of individuals who previously signed for the North American Sweepstakes as part of our International Promotions Program. Your name emerged as one of the winners and consequently won in the Third Category. You hereby awarded a lump sum pay out of USD $165,000.00, which is the winning payout for third category winners. This is from the total prize money of US$12,000,000.00

A tax and clearance fee of $1,990.00 has been financed with the enclosed check, kindly deposit the check to pay for your tax and clearance fee. You will receive a total of ($163,010.00).
