Budget Rental Cars Although, I prepaid for my rental car, when I returned the rental car, there were addititonal charges on the bill. Baltimore Airport Nationwide

I had prepaid for my rental car, but when I returned the car, there were charges on it I had not asked for nor had recieved.  For example, they charged me $20 for a cell phone charger.  The bill was very unclear how this was added.  Several things were listed on the bill as "declined" except for the charges added to me ($70 worth.) I explained that shouldn't they then say accepted next to them.  The manager then rudely explained that nothing written by charges means "accepted".  I tried to explain that blank spaces don't necessarily = accepted and they should clearly state "accepted".   My logic is that if I prepaid for what I wanted, wouldn't I have "accepted" them at the original booking.  Also, if I had wanted a car charger, wouldn't I have asked for it when I picked up the car?   When I asked if Budget Rental Cars are in the habit of charging people for items and then not giving them, the manager became extremely rude did not care about anything I had to say.  This is the worst customer service I have ever had of any car rentals and I will not be using Budget ever again.  I will also spread the word to the 4,000plus Naval Academy families that use this airport regularly to stay away from Budget Car Rentals.
