CA DMV BUSINESS TRUCKS "NON-OP PENALTIES AND REGISTRATION SACRAMENTO California

Close Construction Bus Sept 2009.mail was forwarded to po box.in past if trucks were out of service,all we had to do ,is when ready to be put on the road,would present non-op form stating where stored and dates,then pay for "current" registration.

Apparently that all changed . We never got any notices (PO Box).

We  owe $7900 in fees on a truck thats only worth @10,500 and $893 on a 93 chevy p/up worth maybe $900.This is pretty much the same for the rest of or trucks-most med duty

I did get dmv to waive penalty on above $7900 truck, if I paid the $5000 in back registration fees??Why would I need to pay back registration fees if trucks were not on the road? wouldnt the Penalty fees take precendent??

We have been stuck on this,cannot sell trucks since we found this out last year??

Does DMV have a dept where we can arbitrate this issue-(in person)The statement of Facts is not the answer
