I hired him on February 8, 2012, to find out the work address and home address of a woman that owed us money from a court judgment. He collected his fee upfront and said it should be NO PROBLEM. I provided him with just about everything he would need to locate her such as full name, previous address, social security number, Drivers license, birthdate, emails, info on relatives, etc, etc......He would get back to me in a few days and "whatever I don't provide him, he will find so don't worry". As of February 21, 2012, NO RESPONSE FROM HIM. I email mail him asking status, he says, "still working on it..have not forgotten..no database shows it..have to investigate...". Well, it's March 15, 2012, and NO RESPONSE> Sent another email today....NO RESPONSE.

I can only assume from his lack of follow-through and lack of communication that he just ripped me off!!!!!!!!

My advice to anyone interested in using Californiaspy.com or Charles Noyes or Chuck Noyes or Private Investigator #16729.....DON'T HIRE OR GIVE HIM ANY MONEY.

I had a similar exerience with this individual. Around that same timeframe (2012) I paid him $400 to trace an email address from someone else who had ripped me off. He continued to string me along for a few weeks til eventually all communication stopped.

I next contacted the the agency who licenses private investigators in California,  Dept of Consumer Affairs, Bureau of Security and Investigative Services. They then referred me to someone in a local office who contacted Mr. Noyes and forced him to write a detailed receipt for services. But still no refund.  So I contacted the licensing agency again and continued to complain about this man.

Finally someone there told me they would be happy to tae a second look if I would fax them a detailed letter describing the incident. I did that the following day. Shortly thereafter someone called me saying they had contacted Mr. Noyes and he had so many days to reply. If no reply,  they can pull his license to practice. It took about a week and a half until I received a full refund for the $400 I had given to Mr. Noyes. His excuse was there was a misunderstanding.

I have a feeling this cockroach does this sort of thing a lot. However, if you do what I did, you can get your money back. But you have to be persistant.

My office has been using Mr. Noyes services for well over 15 years.  He has always been professional and has never slacked off on a job.  He is also an extremely reasonable. Invidual.  In my opinion the consumer may have had a failure in communication.

I was hired by this client to locate employment. I told her that, if she was working, it should be fairly easy to locate this information, and did do the work.

I was unable to communicate with her because of a valid business reason, and I understand why she was upset about that.

Without disclosing names, I determined through the sister of the subject that not only was she not working, but that her own sister had booted her out of her house because she was not working and could not pay the rent. I communicated this to the client today.

Bottom Line..I Did do the work, and I cannot produce a place of employment for her subject if one does not exist. My usual charge for doing such a work is multiples of what I charged this client, and I only wish I had been able to locate a place of employment.

Thank you for the opportunity of this site, I believe that you are providing an interesting public forum in which to address and redress grievances.
