I have been rip off by James asun who is the manager of a pet currier service. Also by Steve winifred they have took 800 pounds off me already and still no delivery of the dog. Now they want more money off me. He said that it would cost me another 250 pounds. Now I am refusing to pay they keep phoning me. I am so heart broken by this.

"I have been rip off by James asun who is the manager of a pet currier service. "
No, he is not. He is an East African scammer who merely told you that he was manager of a pet courier service.
"by Steve winifred they have took 800 pounds off me already and still no delivery of the dog. "
There is no dog. No doubt you were shown a picture of a dog. Probably a very cute one. Those are readily available all over the Internet. They never had a dog, just a story about a dog.
"Now I am refusing to pay they keep phoning me. I am so heart broken by this. "
You absolutely should refuse to pay any more. So far, they have told you various stories in order to get you to send them untraceable cash transfers. They never actually sent you a dog. They will continue to call you with more stories in an attempt to extract more money. The stories will get more dramatic (i.e. dog is now sick and will die if you don't pay), but they are as phony as the original lie you were told.
