I submitted an application for a credit card which stated it was no annual fee and 9.9%fixed APR. It even states this in the terms of agreement form that must be signed by the individual. I accepted it and submitted all of my information. They say they can check for approval within 60 seconds. Then they returned to tell me that I am only approved for a 19%+ fixed rate and I have to pay an annual fee. This is a total lie and a scam. There is no way to unsubmit the application. There is no contact information on this website. http://apply2.capitalone.com/2839/1-66/index.jsp?s=02839001066XXJ1X1XX1RUMBLEX3XXA349913P376216
