This happened a few months ago, but I'm writing it now due to lack of payment.
CECash has a webmaster named Ardy - who is a very skeezy human being.
CECash as a company are pure criminals, liars, and scammers.
I sent perfectly good traffic to them (as an affiliate) they evaluated the traffic as good then stopped paying me out, said payment will be late. I continued sending traffic until I realized how that I would never see payment.

I asked Ardy whats going on, he started bad mouthing me for no reason and made up a bunch of reasons why not to pay me. (All weren't valid reasons)

I lost approx. $23,000 USD in this incident.

To any affiliates out there, DO NOT use CECash. They are shady criminals who deserve jail time. Don't even give them a chance because you will NEVER see any money.
