I had established service with Charter Communications for their High Speed internet via cable modem as well as their HD TV service with DVR.  During their install visit their guy Jorge was a real jerk, stepping all over my cables to my computer and messing up the mouse cord and keyboard cables, tossing his phone on the floor and before he left he was really rude, talking all kinds of nonsense about how the remote works, like I need to know that, and then he shoves his fist in my face as he is about to leave, it was really nasty of him to do that.

A while after getting their service up and running I began to receive emails from an account titled "Abuse" at charter dot com with the title or subject of the email announcing that I was in violation of the law and that I am guilty of internet piracy and copyright infringement.  I received a number of these and upon reading the body of the email it went on to say that they were not sure now, possibly this is a mistake, someone else may be using the "Account" as they put it, or it might be some other problem.  At this point this raises a number of concerns:

First off they said initially that clearly I am breaking the law and I was not.  They even went so far as to now start sending me all kinds of postcards, these light weight thin paper reply card size mailed to my mailing address by USPS saying the same thing.

With that it is now clear to me that Charter is attempting to invade my privacy, announce their false and inaccurate claims to those who might be reading my mail such as USPS employees or those who'd live next to me that would have that piece of mail in their box by mistake.

Charter in actuality has no idea as to the nature of the data that moves over their network and it can not.  They don't know the content of the traffic and some of that is my doing and done so by intent.  Most of that is just the nature of the network and how it works.

Also Charter has no way to know that any third party can make a claim against me based on an IP address as they are hoping to do since Charter can not guarantee that I am using that IP address versus anyone else using it.  Even if they claim it is mine and mine alone, they can't guarantee me anything and make that much clear to me.  I can't rely on them neither can anyone else.

Charter can not take the word of someone else versus mine since neither Charter nor that other party knows me at all.  Charter also has no idea and I mean NO idea what furniture I own let alone what digital or analog content I own.

In addition, anyone who makes a claim of copyright has no idea what they sold me and when, they can't prove I don't own ANYTHING and such a claim would not be provable at all.   Certainly since I own all kinds of content that I don't hold current media for, I don't need to.  And they can't prove otherwise.  

This ends up being a character assassination ploy as well as an attempt to extort and swindle money out of me since they make a claim I can "Clear my record" by going to a website and entering some code and they want hundreds of dollars to be made clean again, what a load of nonsense that is. To me it is a precursor to fraud and theft possibly grand larceny depending on how much money they ask you to pay and you are under no obligation to pay them a cent.  I dropped their service right away and won't do business with them again, ever.

My name is Abby Catron, and I am a Senior Social Media Specialist for Charter.  I came across your report and can completely understand your concerns with the technician, as well as the importance of verifying the emails and mailings that you may receive.  I would like to apologize for the trouble and shed some light on the situation at hand.  

Charter Communications receives notices from copyright holders, or their designated agents, stating if a Charter Internet subscriber has used or acquired copyrighted work(s) without authorization from the copyright holder.  This is called a "Notice of Copyright Infringement."  Copyright material includes music, movies, television shows, software, etc.  When Charter receives notice from a copyright holder alleging that an Internet account has been involved in the exchange of unauthorized copies of copyrighted material, Charter forwards the notice on to the designated subscriber on behalf of the copyright holder.  You can visit www.copyright.gov or www.charter.com/DMCA for more information.
