Chime Card Chime Banking App Other

I opened a Chime account approximately 8 months ago.  I have my tax refund sent to my card.  My card was stolen with $1100 in the savings account.  I contacted Chime through the app and requested a new card; they said I would receive the card in 7 - 10 days, that was 5/27/18.  To date I have not recieved my card or my money.  Chime literally stole my money.  I tried to login to the app today to see if I could contact them again to say I never received my replacement card and they have changed my account to where I cannot log in anymore.  I have used the forgotten password and they send a link to reset and they link expires before I can attempt to log back in.  I am a single mother with 2 children and rely on my money to provide for us.  I feel this company has stolen my money and I will never get it back.  I don't know where to turn at this point I have tried every contact option for Chime and I cannot speak to a human being.  Why would our government allow a service like this that basically steals peoples money and closes their account to keep them from inquiring as to where is my money.  I am frustrated and saddened because that was all I had in savings and this company completely stole my money with no consequences for them.  I wish so desperately that someone would/could help me.  I don't know where to turn at this point.
