Around 2010 I had noticed that paid commercials by major Companies were being cut short by other sudden commercials over lapping their time. Every time this would happen, soon after a Comcast or Xfinnity commercial would be shown. Funny thing was that the Comcast commercials were never cut short or interupted. But the paid commercial were always affected either by being cut in to or the later part of a commercial would only appear. After a while I realized that this wasn't coincidential and their was a pattern. Once I was privy to it, it bothered me even more and then I really started to pay attention. This pattern of second by second theft continued for almost 2 years. It bothered me so much, the audasity of whom ever in the Comcast company was orchestrating this and that major Companies such as Geico, progressive, Papa Johns and many other were being slowly robbed of their paid advertising time.
Seconds on television is extremely expensive! For 2 years it amounts to MILLIONS in paid advertising seconds. How was this possible? I even wondered if this was a state or nationwide issue going on. How could I find that out? I even considered buying a camcorder and a tripod and leave it recording just to prove it, but my wife would've thought I was losing my mind. After witnessing this crime for so long I decided to report it to the FCC. I filled out the complaint and submitted it. NO RESPONSE. But 6 months later I get a letter confirming my report which basically said thanks for the information, we will look in to it. NEVER heard another word from the FCC. Funny thing is, maybe 4-6 months later, it stopped happening. So I would like to think I was able to stop their thievery.
Now in 2014 in to 2015, years later, in another area in Miami I'm witnessing it again. Same pattern of theft. I just cannot believe it! Cutting in to the commercials and also affecting the commercial after. Totally overlapping paid advertisers. MAJOR COMPANIES AGAIN!!! WOW! Have I left the Country? Is this actually happening right in our faces? Anyone else witnessing this right now or in the past??
This time I have a log of each incidence I witness. Time, date, Company victimized, and channel. I'm taking action again, and this time I'm contacting the Companies advertising and being robbed of their paid time. Anyone wants to join or has more information, please contact me. Too big to fail? Are major industries going to continue doing as they please? While the small potato can't even get away with an unintentional traffic ticket?

Sorry to tell you that you have not stumbled onto some vast criminal consipiracy.
There are basically two types of commercials that are sold. The first are national commercials that are always shown. Now, the second type are commercials that are sold for the national distribution, but with the option that a local station/cable company may use that same time slot. Oh, and yes the companies that buy these 2nd level of commericals know they may not be seen in every community and they will agree to this because these commercials are significantly cheaper than the 1st level.
Now, you wonder why you start to see one commerical only to get it interupted. Well this entire "switchover" between the commercials is automated where the national system sends out an automated pulse(no you can not see nor hear it as it is in the backend distriubtion). This automated pulse is what signals the local station to start their commerical if they have one. Sometimes this signal gets out of sync by a couple of seconds either because the national sent out an incorrect signal or it took a couple of seconds for the local company to sync up with it.
