Flagstaff welcomes travellors, truckers, tourists with more cops per capita than anywhere else in AZ. Flagstaff has a new giant overpriced jail that needs to be paid for. Arrests have gone up 300% since completion of the new jail. Cops are waiting to arrest you for anything.
Also Flagstaff is the training groung for rookies out of Phoenix, and these novices are eager to get their training in by arresting everyone for anything. So if you are passing through, keep going and don't stop. Odds are highest for you to get pulled over and busted. This is an outright rip-off. If your travelling on I-40 don't stop in Flagstaff. If your coming to Flagstaff from Phoenix, think twice.

I moved to Flagstaff 7 months ago. I drive like a manic and I have yet to get pulled over.
