My ex husbands name is Elby Franklin Lilly Jr. He owes me right at $13,000.00 in child support. Everytime I find him he pays for a few weeks (3 this time) then quits his job. We have 2 children together and he (of HIS own free will) has chosen to have absolutely nothing to do with them. He has never brought school clothes, Christmas, or birthday presents for them. They are 11 and 10 years old. 2 years ago I kind of made him have something to do with them.He had not seem them of his own free will since June 1996 prior to 2004. In 2004 he saw them on 3 occasions. The deal was that he keep them for 2 weeks during the summer. He kept them for 3 days and started calling me to come get them.He claimed he couldn't handle them. Of course he can't handle them because he does not know them like I do because he has not been around.
When I went to get them he spoke to them one time after that. He is a deadbeat piece of crap. When we married he began beating me. Of course I know I could have left. I was 16 and scared to death. He was 28. I figured when I got pregnant it would help us out but it only made things worse. I was with him for 3 years and married to him for 10 because he even ran from me so I couldn't get my divorce. I fooled him though I paid the money to run it in the paper. Again his name is Elby Franklin Lilly Jr. and he lives in Scarbro, West Virginia. His last employer that I know of was either Ryan's Steakhouse or Fire mountain.At that employer he went by Franklin Lilly. Oh and I forgot to mention that he has 2 children that are older than mine that he has not seen nor supported since 1992. He also has another child who is now 2. He likes to make then but supporting them is not his thing I guess. He is a wife beating dead beat father and any women that come in contact with him need to run for their sanity.

Court awaiting evaluation to sentence man on sex charge

An Oak Hill man pleaded guilty in March to one count of third-degree sexual abuse, but his sentencing has been continued until a psychological evaluation is completed, according to Fayette County Prosecutor Carl Harris.
Elby Franklin Lilly, 41, entered his guilty plea March 29 before Circuit Judge John Hatcher and he was originally scheduled for an April 28 sentencing, Harris explained. A new sentencing date had not been scheduled as of Friday as those involved with the case await the evaluation results.
Lilly's arrest last July 12 came on the heels of an alleged incident that occurred shortly beforehand involving a 14-year-old girl. He was released two days later on $25,000 bond, Harris said.

Ex-insurance agent among 5 sentenced

Elby F. Lilly, 40, of Whipple, was sent to prison for one to five years on a third-degree sexual assault conviction and assessed all court costs. Lilly pleaded guilty March 29, and the state moved to dismiss a separate felony charge. As part of his sentence, Lilly is required upon release to register with the State Police as a sex offender.
Lilly was accused of engaging in sexual intercourse with a 14-year-old girl on July 5, 2005. Harris deemed the offense a ?heinous? act. While Lilly vowed to clean up his act if given the chance, Hatcher would have none of it.
?He (Lilly) has minimized his entire behavior. For a 40-year-old father of five to say that a 14-year-old girl is to blame for this sex act is ridiculous beyond description,? Hatcher declared.
I guess now I know why he hasn't been paying child support he is too busy chasing after little girls. What a sick perverted man I was once married to.
