Family Video does not schedule breaks for its employees, whether they are paid hourly or by salary. We are not provided with a break room or breaks and are instructed to eat "discreetly" at the counter between assisting customers. My understanding is that this is the case at multiple locations, possibly in multiple states.
I usually work 8 - 9 hour shifts, but I have worked 10 hours without a break.

I am not a "labor law" expert in all 50 States. But I can tell you that your statement is wrong in at least one state, in at least one case. In California these are covered under what is known as "Industrial Welfare Commission Wage Orders" from the Department of Industrial Relations.
Here they are required to provide you at a minimum one 10-Minute Break(on-the clock) per every 4 hours worked, as close to the middle of that shift as possible. Now, this applies to regular hourly employees only. It does not apply to hourly employees who are considered "Exempt", or Salaried Employees.
The Department of Labor has a pretty good chart State by State.

As to the OP, in looking at the IL laws, it appears that they are not breaking any laws. As the only requirements are ones who work in hotels/motels in a county that has a population greater than 3 Million(now don't tell me that some lawyer didn't come up with this one...LOL).

there are no laws requiring that employers give you breaks.
If the employment contract you have with the company states you get breaks, then you legally get breaks.
if the company never signed anything stating you got regular breaks, then they are under no requirement to give breaks. I worked in the convenience store industry for 8 years, and trust me, you don't get breaks there either.
As for the above poster, how is this an issue for the health department? There's no health issue here. This would be a complaint to the state labor board.
Unfortunately, this is a matter of "if you don't like the job, then find a new one"

The health department is on Country Club road toward Murphysboro. Just report the violation and tell them you want to remain anonymous. Family Video will get fined and be forced to fix the situation or face further fines and they won't know it was you. Problem solved.
Violation of the law means there's always an authority to go to. None every authority will actually help, but it does mean there is an option.
