Norman Richard Shepard, aka Rick Shepard, aka N. Richard Shepard has been engaged in an ongoing course of conduct in defrauding unsuspecting remodeling customers for over a decade. When he is caught or nearing being caught, he just changes his company name or dba and starts a new company. In 2006, and 2002, he was found guily and convicted of Violating Hiome Improvement Contractor Regs and received 3 months jail, execution suspended, 5 years probation.
This is a matter of public information available on the State Of Connecticut Judicial website. He also was charged by the CT Department of Consumer Protection to pay a $50,000 restitution bill to his defrauded customers in order to avoid jail time. He has also been convicted of writing bad checks to pay for his buuilding supplies. He is an ongoing manace to unsuspecting consumers who hope to have their remodeling needs taken care of in a competant and professional manner. Avoid this professional scam artist at all costs.

Case #S20N-MV13-0465752-S, @ jud.ct.gov. Look under party name/motor vehicle/criminal/pending. On Dec 7, 2013 this criminal Norman Richard Shepard performed a hit-and-run on I-95. He has now failed to appear for a Court date so a warrant is out for his arrest. He is still working as an unlicensed home inprovement contractor and continuing to defraud customers as he tries (unsuccessfully) to preserve his driving privileges. If he is working on your home/floors, I can guarantee he has no insurance, and if one of his workers injures themselves, you will be sued. Beware this criminal.
