GreenDot Stolen $2500.00 and will not return it california

I purchased 5 Greendot cards in the amount of $500.00 each in cash in order to purchase an RV.  The RV was a scam and when I activated the cards, the scammers were unable to use the cards.  

I contacted Greendot in October and let them know what happened and to get reimbursement.  They told me checks were on the way.  15 business day later I talked their customer service and was told the checks were stopped due to unusal activity.  I had to submit all documentation along with my driver's license. After review the checks would be mailed out.  I did as instructed.

When another 15 days rolled by and no checks I talked with 'David at corporate'.  He said my documentation was in place and he was issuing the checks for payment. I would have to wait another 7 to 10 business days for the checks.  

I didn't receive the checks but I did receive a letter stating that I did not use their product the way it was intended and I am to submit all documentation and driver's license (again). They would review and give me their final decision in 4 weeks.

This has to be a ploy because I got verbal verification they had all my documentation months ago.  Why would they make the decision as to whether I would receive my money back at all?
