  The purpose of this letter is concerning illegal transactions of the Harnett County Public Utilities, Lillington, NC. This issue raises an extraordinary interest that compels me to direct to your attention immediately. The absence of any articulated response suggests a holding principle to not remedy the issue. Any silence only rubber-stamps the issue and deeply supports the principle. Some free categories of speech can be characterized and used to intimidate a specific race and color. The Supreme Court defines certain speech words as "fighting words." Whether the message is made to make a political point or serve as intimidation it can become the hallmark of shared ideology. As with any public servant quality services from professional employees are expected and vital. There is no valued and deeply cherished right than to be employed and provide that level of service. However, in some instances an employee can abuse their position of employment or authority. There is an acknowledged constitutional right to be recognized and make an argument. The right to be recognized is part of the fundamental principles of the constitution. On the other hand, there is a general right that will clearly show individual’s rights. The mere recognition of a written complaint does not mean that the statement governs interest. This issue is important not because of the complaint but because of the self-composed racist rules.

On October 19,2017, the employees of Public Utilities felt their needs to impose and create rule’s that within their mindset spoke with authority. However, there principles cannot be established for a rational basis but when it rises to a level of a fundamental racism. My nightmare in the daytime begin when the residential water flow was disconnected due to a payment. To restore the flow, the bill was paid immediately plus a disconnection fee. I placed several telephone calls to the utilities department in a “good faith” to resolve the issue and inform them that their telephone voice system for payments was not working properly. An employee stated the water would be restored accordingly. My sister informed the utilities department that she has grave medical issues but they refuse to comply with the request. As I recall it is illegal to interrupt services to an individual that has announced such actions. They continue to do me a supreme disservice by having me to repeatedly call to ensure the water would be turned on before their close of business. However, their implication was clear and showed a compelling interest in maintaining their distorted portrait of denigrating malicious portrayal of me to resolve the issue is was not an exercise. Again, I repeatedly when the transaction would be completed. I was told once again; the water would be switched back on.

Well to my amazement, my sister received a telephone stating that it would not be reconnected until a name affiliation transaction was completed. Thus forth, having black skin along with other factors poses unsatisfactory treatment. It’s not surprisingly how these employees rely on the institutional systemic racist process that supports their principles. The lesson I have drawn from Harnett County as a youth is that the government system is full of bigots with their racist ideas. The spin doctors and pencil pushers that has any control or in a position of power will suppress any prima evidences to deny any black’s their constitutional rights. They will challenge black’s and set their own rules or their self-made policies. Employee’s will interpret the provisions in a manner that is constitutionally objectively suitable for racism. It is a troubling aspect when an agency employs such individuals. Racism has been and will continue to be a tool that parties will use for justification. It comes as no surprise that there directed ideology message for denial for proper compensation is being allowed. They intendedly misrepresented the facts as I attempted to make a telephone activation payment. I was told they that was only the resource available unless I wanted to present my-self in person to make a payment.

I researched the system and found that payments can be made on the Internet as well. I do not take lightly the bias practice that was conducted by these employees and their shared racist ideology toward Africa-Americans. It must be said on the onset of this statement and with clarity that is common practice by select individuals that are employed by Harnett County. Some articulate for an argument or challenge. However, this is exactly what has been happen. The real danger of this issue is that it lies and the troubling aspects that are in the implication of discretionary power. Levels of service of this nature has been and will continue to be a tool that selective individuals will use to justify one’s practices. The supreme disservice does not come as a surprise. The question can employees that lie about their business practices be punished? There is no value nor constitutional value in false statements other than for personal financial gain. In additional to their unprofessionalism that mirrors in microcosm I called the Harnett County Managers Office and Public Utilities to discuss the issue today (October 20, 2017).

After balancing their compelling constitutional right that clearly subjectively and validated their ignorance I was told that my name was not on the account. However, I had spoken with the utilities director prior to telling with one of the gate keepers at the facility. An estimated amount of $481.00 was spent in this entire process. My sister had to pay an $225.00 dollar although, the facilities requested $257.00 at the stated time. I was stoned wall and denied any information pertaining to the account after an additional $225.00 was paid. Maybe it’s so simple that I missed the message as a disabled veteran and a senior citizen with nineteen (19) years of schooling (four years undergraduate), two years’ graduate and an American Bar Associate (ABA) Paralegal Certificate. Also, an enlisted soldier and commissioned officer with honorable discharges that has serviced this county during the Vietnam Era and Desert Storm. There are moral obligations in society that has been established by establishments and that is to take care of its customers. When there is a gap or failure it moves an individual in a different direction of thinking. The failure and unwillingness to face reality or accept the facts are a part
