ILD Telephone Service switch telephone service with no auth, double billing, no answer Red Oak Texas

phone service was switch on my grandparent's phone line without Authurization , double billing , tried calling ILD to go over the bill but no answer, or they answer i explaine what I'am calling about then i get transfered to onther line that no one answers . Alicia
