I received a unsolicited letter that stated "I am please to inform you that contingent upon your valid qualifying entry and if you are determined the winner with the top score in the final round of this competition known as IAPC Blue Series 9. you shall be awarded the sum of $15,000.00 And proceeded to strongly advise me to respond to the 'Official Memorandum Immediately.  Complete form 1080(enclosed) - Answer a (mathematical) Qualifying Question, Mail back with a $9 Required Registration fee via Cash, Check or Money Order. Letter included addendum attached list of Official Rules. A simile of a check  made out to me in the amount of $15,000.00 and it also listed other persons by name State of residence, Status and Contingent or Authorized payment.

Please Note.  I never submitted at any given time a entry to such competition.   I am naturally curious and started reading all.  I wanted to know of what impact, negative, positive complaints this particular competition had on others.  I just wanted to make sure If would'nt be taken for any amount of money. And ALERT others if this was not Legitimate.
