Joanne Walters, Presbyterian Apts. Joanne Walters, Fort Myers Presbyterian Community, Inc. Elderly Abuse and Racial Discrimination Fort Myers, Florida

Ms. Joanne Walters the Administrator for the Fort Myers Presbyterian Community, Inc. building located at 1925 Virginia Avenue, Fort Myers, FL 33901 is unworthy of the position she holds at this elderly community building.  She lacks self-control, self-discipline and is very unruly with the elderly that reside within our community building.  She looses control of her temper too often, shouting and yelling at us like we were her children, which we are not.  She verbally assaults us with her very offensive insults, and demands our obedience and submissiveness to her will.  If we don't submit to her, she threatens us with retaliation.  And believe me she will retaliate if we don't do as she says.  She will retaliate by giving a resident a ten day notice and if they don't comply they are out of the building.  She is also very discriminative by being very vocal about her not liking men.  She makes rude remarks about men that are not worth repeating.  She must have had serious problems with men in her life to speak about men in such a hateful way.  Some of my male friends walk away when she is hurling her offensive remarks, and they are too embarrassed by some of her remarks to even talk balk to her.  She also shows favoritism by giving some of her friends in the building that have been living here less time than the rest of us, things that they ask her for such as new appliances, painting their apartment, new carpet and tile, and even gifts, while allowing the rest of us to have to wait forever to get anything changed or done in the apartment.  Some of my friends have had to move out of the building because she refused to have their apartment painted when their apartment was due for a painting, didn't change the old tattered carpet or tile that needed to be changed, nor replaced the old and ineffective appliances that maintenance continues to work on, but quite never fix.  She talks down to everyone including her staff.  I know that before Ms. Joanne Walters was hired to work in this building, Ms. Nancy Allen the previous Administrator had a tender nature and demonstrated her love for us.  She didn't shout at us, or belittled us, or mistreated us in any way.  We could approach her with anything and she would give us her undivided attention.  If we approach Ms. Walters, she has very little time to attend us or to give us her undivided attention.  She will often tell us to go back to our rooms and stay out of trouble and stop demanding too much from her.  However, she doesn't do that to those she considers her friends within the building.  I believe that this is a fair housing issue and that favoritism is not supposed to be allowed in a HUD regulated building.  She gets really rude when members of our family arrive or ask her for anything.  We don't feel like we can approach her with our problems or ask her to help us in any way.  We don't know from day to day what to expect from her.  When is she willing to help us or what day she isn't willing to do so.  She flip flops constantly and we don't know what to expect from her.  Her behavior reminds me of the main character in Stevenson's story of Dr. Jekyll and Mr. Hyde.  One moment Dr. Jekyll is all sweet and nice, and then he turns into Mr. Hyde.  She acts just like that, creating unnecessary tension and fear among our residents.  Even her staff fear losing their position if they report her to upper management.  I think that anyone thinking of moving into the Fort Myers Presbyterian Community, Inc. should know what to expect before they move in.  We have contacted the Presbyterian Homes and Housing Foundation and spoken to CEO Deje Kondor and Human Relations Officer Pat McAtasney several times with very little success.  They are both Ms. Walters' friends.  We don't know whom to contact to change the hostile environment that we feel is caused by Ms. Walters' continued mood swings.  I swear she acts like she is on crack or something.  For all the above I have filed this complaint because nobody seems to want to do anything about this woman or help our community of elderly residents.  I can't afford to move out of this building as I am on a fixed budget.  Will someone help remove this woman and put someone with a good heart and a kind smile in the Administrator's office?  There used to be a young man that worked in our building as her assistant. He had a good heart and a kind smile, and he treated everyone fairly and just.  Suddenly, one day he was no longer here.  We heard that she dismissed him because she was jealous of the way the people in the building liked him.  She resented the fact that try as hard as she would she couldn't get people to like her the way they liked him.  I miss him very much.  I don't know where he is right now, but we could sure use a man like him in our building.  The acts that this woman commits against us should be investigated by HUD or Fair Housing since there are laws protecting elderly citizens against this kind of abuse.
