Johnston Count Planning Board Mr. King These people have violated my 1st Amendment/Civil rights Smithfield, North Carolina

I have been dealing with a group of thieves who continually illegally re-route my business phone calls. There is a large Reward for the arrest and conviction of these thieves. Because the thieves have been allowed to rob me incessantly for so long, I have posted several signs in my family member's yard about the problem. The Johnston County planning board sent a letter via the local Sheriff's office stating that I either remove the signs or accrue fines. I called the board to get sign permits. They informed me they can not give any permit to me. I told the lady I spoke with that I would have to stand beside the road with a sign because I will not allow people to rob me and just get away with it. She told me that I can not do that either. I told her I will just put the signs on my car and she informed me that I can not do that either. Considering that I have 250+ witnesses, a girl that works part time and calls my number 1 hour per day, 6 days per week from a different number each time and logs the time, date, number she called from and the result she got (I have phone logs of over 4,000 numbers she has called from and none of the calls have made it to my phone) and the local Sheriff's dept. will not do anything (they informed me that I could have 1,000 witnesses and it would not matter) I will state that every right I have as an American is being violated.
