LA Scooter Service Shop had my bike for 7 months! They are constantly closed and refuse to respond to any of my phone calls/emails North Hollywood California

In September 2016, I had an accident on a Vespa that turned out to be not my fault. The insurance company did not have any recommended shops for scooters, so I sent it to a place nearby where I had been before and received good service. They came and towed the bike to the shop when I was at work. The shop was communicating with the other guy's insurance company (the guy at fault for the accident and taking care of the damages) and was asked to provide an estimate for the repair costs.

Around October the shop stopped responding. The insurance eventually told me if he refused to respond to their inquiries, then the personal injury part of my claim would be put on hold until he provided them with the estimate they asked for. I called and called to no response. I then decided I'd email the shop asking if they were taking any new costumers, hoping the promise of new business would be a way to receive a response. It worked and they responded to me (thinking I was a new costumer) and said they were taking new bikes in. When I responded and told them who I was, they stopped responding yet again. I also dropped two letters in the door mailbox asking for a response and recieved none.

It has been over 7 months now and I'm still getting no response on the status of the estimate on my bike. The shop is never open during their business hours so there's no way to even drop by and see what the deal is. I am very near going to the police department to see what they can do. I've been contact by others on Yelp who says that he's also had their bike for months with no response. Luckily, I did not provide any money up front, but I still would like to either get my estimate or receive my bike so I can take it to a shop that actually response to calls before my claim is permenantly cancelled.
