Maryland Department Of Motor Vehicles The DMV will not provide hard tags and registration stating uninsured vehicle I owned 10-15 years ago Glen Burnie Maryland

I secured a loan to help my son by providing him with a safe vehicle so I had to be listed as co owner of the vehicle. We received the the temporary paper tag and registration. As we waited for the hard tags they did not come so we contacted the dealership who then stated that they were being held up for a insurace violation on a car that I owned 10-15 years ago

so now Ihave a care that is being paid for but unable to use. They are stating that we must enter into a agreement to pay them close to 4000 dollars. This is not true what they are saying because we paid the fees for having the car we owned back then and the car in questioned was then volunteerily reposessed in Dec 2005. I truly need help in resolving this matter!
