On June 2, 2004 arbitrator Thomas F. Sharkey was the arbitrator at an arbitration hearing between the United States Postal Service and the National Postal Mail handlers Union local 308 Southeastern, Pennsylvania.19399. One of the two issues On June 2, 2004 arbitrator Thomas F. being arbitrated involved the postal services illegal use of casuals (temporary) employees in lieu of perment employees.

Representing the postal service was Jack Hoffman representing the mail handlers union local 308 was their branch vice president Rick Vennera and their attorney Stanley M. Poplow.

As a result of this arbitration hearing Arbitrator Thomas Sharkey issued his arbitration decision march 28, 2005 and ruled that the United Postal Service Southeastern Pennsylvania was in violation of the labor agreement in their use of casual employees in place of permanent employees.

As part of arbitrator sharkeys award management and the union officials of SEPA local 308 were to meet with in thirty days of the receipt of is award the award date being march 28, 2005 to determine the conditions of this award. All parties were to conclude these discussions with in sixty days and the arbitrator was to retain jurisdiction until all issues are resolved.

It is now over two years and nothing has yet to be resolved. Numbers verbal, E-mail and written request to the following person listed below familiar with this situation either go unanswered or unsatisfactorily answered.

1. National Postal mail handlers union national office
2. Local 308 president Frank Phillips
3. Local 308 AVP Rick Vennera
4 Attorney Stanley Poplow

5. Union official bill Flynn

Some of these excuses and answers being
We will hear something in 45 days (the union as worn this excuse out) that there waiting for a decision from the arbitrator, that the arbitrator has retired that we are waiting to hear from Jack Hoffman the advocate for the postal service and the beat and excuses go on and on.

Al myself and other SEPA local 308 members want and are waiting for is an honest answer and resolution to this important matter its time the unethical actions of lying deception and decide and delay in convening of misinformation of our union involving this matter ceases. If our union as totally failed us (as it looks like they have) and we are not getting a cash settlement as local 308 mail handlers did in Belmar, NJ Philadelphia and Lehigh Valley did its time our union admit there failure.
