Oakridge Terrace Apartments ripoff Unprofessional and unlawful business practices. Lancaster California

The on site manager has poor working habits and a severe attitude problem. I find her following habits unbecoming of a person in her position.

Condescending and often offensive attitude.

Lying to tenants about the age / condition of carpets and paint in the apartments.

Leaving the rental office empty for 3 to 4 hours at a time during posted business hours.

Shouting obscenities and racial slurs at the tenants and their children.

Having loud parties on her porch at all hours of the night and morning.

Issuing write-ups for purely personal reasons.

Ignorance or indifference concerning California health and housing codes.

After moving out, I also found it less than amusing that I was not notified of a date or time for the apartment's closing walkthrough. She simply did it herself and deducted almost half of my cleaning deposit, claiming that the bathroom and kitchen were dirty. This is a little strange considering that I had the carpets shampooed and spent my last 2 days in the apartment touching up the paint and scrubbing every surface in the place until it shined. There was NO dirt ANYWHERE when I locked the place up and turned in my keys.

Now I'm no lawyer, but is it even legal in California to do a closing walkthrough on an apartment without at least notifying the tenant?
