My wife paid $1500 for a blue, male french bulldog puppy. Victoria promised to ship the dog via United Cargo on April 19th. My wife tried to get a hold of someone to ensure the puppy was coming on the 19th, but no one would return her call via phone, email or FB Page. The puppy never showed.   When my wife finally got a hold of Victoria the day the puppy did not arrive, it was expressed that she had been on maternity leave and the shipment must have fallen through the cracks and/or was suppose to be rescheduled.

Victoria claimed that the soonest that she could try shipping the puppy again was May 13th to arrive on the 14th. We reluctantly waited the three weeks in hopes that we might yet receive a puppy.  On the 13th my wife called the airline with the itinerary that victoria had given her and they said that the puppy had not gotten on the plane.

My wife then informed Victoria that she would like a refund since the dog had not gotten on the plane and we were not interested in waiting another three weeks to get a puppy that probably wouldn't show.

Victoria replied that it had just been delayed and the puppy would have shipped later that day. 

My wife told Victoria that she would take the puppy on the 14th or a refund by the following wednesday or we would report the situation to authorities.

The puppy never got sent of course and when my wife reminded Victoria that she desired a refund. She drug her feet and kept asking questions that she already knew the answer to such as "how would like the refund sent, Paypal or Google wallet?, ANd please send a formal email requesting a refund. My wife responded to all of these questions immediately and clearly. Wednesday came and went with no refund. 

On thursday my wife received an email from the company stating that she would receive her money in seven to ten days because money would need to be tranferred to the account before a refund was secured. A money transfer to paypal takes 3-4 business days and a transfer takes 30 seconds. 

Needless to say this has been a frustrating two months.
