Panawye enterprises inc. Ricardo Lomedico bait and rob Lynnwood Washington

This individual posted an ad on craigslist for a boat he was selling. He was given $900 and a car to trade including a bill of sale and the title for the car. The bill of sale was written out to his company name Panwye interprises inc. After the money and the car were given he never delivered the boat and he was never heard from again. There were multiple back and forth communications with this person and he always had another excuse why he didn't show up for an appointment at the boat and for unreturned calls after money was wired. He kept saying that he would deliver the boat on another day when he failed to diliver on the agreed upon day (whcih happened at least 5 times) When the boat was inquired about at the marina it was stated by the marina manager that the boat in question was actually in the custody of the state under the derelict vessel program and was the property of the Washington Department of Natural Resources. The process of "buying" this boat started in mid January and to this day 11 March, it has not been delivered or contacted back about. And this individual under the guise of Panwye interprises has the money and the car that were given in exchange.
