Paypal lets single individual open multiple paypal accounts and use them to commit fraud San Jose California

Paypal lets users set up multiple unconfirmed accounts then use those accounts to commit crimes against other account holders over and over and refuses to do anything about it.

They protect these accounts because the users file fraudulent disputes that give paypal reason to seize customer funds. That's all its about, seizing customers funds any way paypal can.

An honest user that has went through every verification process paypal has to verify they are who they say they are will be treated like a villain if an phony paypal account holder tries to swindle them. No amount of proof that a phony account holder is committing fraud against you is ever good enough for paypal but let that account holder make a claim against you and it is accepted by paypal without question.

A buyer from china with several paypal accounts keeps buying from me and filing paypal disputes to get refunds. So far I am out over well over $400. Each time this man files a dispute under a phony paypal account paypal seizes my funds.

Paypal has reversed over $1,000 in transfers to my bank account after they were initiated to seize funds because of the disputes. The last dispute left me a negative paypal balance which their site and emails encourage you to Fund, if you don't they take all my customers money that comes in to cover it leaving me having to fill orders and pay shipping out of my pocket.

I have called or faxed over 30 different paypal phone numbers. Supervisors will tell me to fax them documentation to get my funds released then give me a fake fax number, call back they give me a different number. Fax numbers won't complete after the fax is sent so you can't print a record your fax was received and completed.

Some supervisors will just outright lie to you. Calls to Michael Oldenburg and faxes to Ryan Downs stating that paypal is violating the law are not returned.

The last purchase this buyer made shipped registered mail and he immediately filed a item not received dispute again (paypal siezed my money again), evidently hoping paypal would review the case and be unable to prove delivery before his item was delivered to china. When that didn't work he immediately changed the dispute to item not as advertised as soon as he got it.

I get an email on this telling me I have 10 days to respond. I log into my account and page comes up saying Site unavailable I can't do anything. 14 hours later I get an email from paypal that makes no sense telling me paypal is in the process of investigating the claim then saying their investigation is complete and as soon as this man provides documentation he mails the item he will be given a full refund AGAIN.

I must in every case prove delivery or paypal will refuse to release my funds, this man however only needs to show paypal he mailed my item back.

Despite ebay permanently suspending this user over thes paypal transactions paypal refuses to acknowledge any wrong doing by this user. Despite buying from me and filing the same disputes each time paypal does nothing to stop it.
