paypermails This company did not pay as they said they would Internet

I signed up with paypermails.com and have learned the hard way that they did not pay as they said they would.  I had upgraded and payed the 165 dollars.  I never got more than 4 ads to click. When it came time to cashout I requested 5,000 and they emailed me and said I had to pay an IRS Tax of 200 dollars.  I new then they was not serious about payouts they had promised. 


Below is the final email I received from paypermails.

Dear Gold Member,
We have receive your payment request.
Your name on our payout list, so we will pay you. 
Now, please pay the tax fee 200$ as soon as possible, Then we will pay you that you requested.

after 10 dasy you do not pay the tax fee, we will dealy your payment and you should wait.
The fee is for lifetime,Dont need pay Once again .
