Portsmouth RI School Dept, Ana Riley, SUPT failed to protect taxpayers when Courtney Schick Kellogg ran her multi-year swinger sex operation out of Portsmouth Middle School Portsmouth Rhode Island

Ana Riley is the Superintendent of the Portsmouth, RI School Department. Courtney Schick Kellogg was hired in 2012 as the Portsmouth Middle School (4th through 8th grades) Clerk with a salary of approximately $35,000 per year.  As the clerk she was the face and icon of the school welcoming guests, parents and spent vast time with the students. In early November 2016 Ana Riley learned that Courtney Schick Kellogg was abusing school assets of a personal salacious nature. She initiated an investigation. 

According to a school committe member, the investigation uncovered thousands and thousands of sexually explicit emails, photos and sex videos involving Courtney Kellogg and many others in various group sex scenarios. Quickly the investigation revealed the obvious. Lt.Col (R) Hunter Kellogg, USMC, had been pimping out his wife Courtney Schick Kellogg on various swinger sites and sought to have Courtney Kellogg sexually serviced by men, couples and women. Since she was hired, Courtney Kellogg had abused her position as the Portsmouth Middle School Clerk to manage her base of operations to solicit swinging sexual partners.  On swingerlifestyle.com they had a couple's profile of STOPPER58 for 5 years, and Courtney Kellogg had single female profile of MaggieB since January 2016. In August 0f 2016 Courtney Kellogg began managing RSVPs for local large sexual parties just a mile or so from the school. She often attended them (such as on October 22nd) without her husband as the party female unicorn.

 Using school assets, she exchanged up to 100 emails a day (from when she was hired to nearly her resignation on November 14th, 2016) in search of sexual fulfillment. The problem was that she was at work and on the clock of Portsmouth tax payers doles. She used school assets and equipment to exchange salacious emails using her Portsmouth School.org email as well as a personal gmail account. She tried to hide her perverted conduct and deleted the personal gmail account when she learned she had been discovered.  Also the investigation learned that she exchanged as many texts, photos and sex videos on her phone while at work.  

In emails Courtney Kellogg  admitted that her conduct was grossly unprofessional, potentially criminal and could easily get herself fired. Yet she persisted. It was estimated that Courtney Schick Kellogg spent up to two hours per day, or 1/4 of her time, planning and coordinating her sexual fantasies. Do the math; she paid herself, and thus stole from Portsmouth tax payers about $12,500 for finding sexual pleasure at the detriment of Portsmouth school children. This was not a simple singular mistake like her supporters declare, but a continuous, knowing, and willful abuse of her entrusted position and tax payer assets.

News agencies like WJAR10 and others learned of the story and exposed Courtney Kellogg for the uncommon public disgrace that she has become. Ana Riley reported that no students were harmed, but these communications could have been seen by children, including her own daughter Delaney Kellogg, who was in the 8th grade four years ago, now a senior at Portsmouth High School. The entire matter is sad, but perhaps the saddest is that Courtney Kellogg arrogantly refuses to express any regret or remorse for potentially involving Portsmouth children in her search for pleasure. She declares that her personal life is her own. How true unless she recruits other swingers while working as a publicly paid official around children.  Where many might be humiliated in such public disgrace, Courtney Kellogg flaunted her freedom and openly attended multiple swinger sex parties in November and December. 

Ana Riley failed to represent the tax payers of Portsmouth, the teachers who worked with Courtney Kellogg, the parents who depended on her, and formeost the children who could have been harmed.  Ana Riley should have demanded repayment to the Town of Portsmouth for that time Courtney Kellogg spent soliciting sex partners, or in the alternative sought criminal charges for larceny. Instead she negotiated severance compensation with Courtney Kellogg if she resigned quietly, which Courtney Kellogg did on November 14th (the date of various news reports). Ana Riley swept the matter under the rug, potentially inviting similar misconduct. No meetings were held discussing what could have been learned from the experience, nor was professional training conducted to prevent a similar occurence. Portsmouth deserves better leadership in the school department.
