Queen Fashions Charged my Credit CArd twice and refuses to refund the unathorized charge New Orleans Louisiana

I placed an order las December, my credit card was charged immediately but the order was not shipped, I called and e-mailed over and over to ask when it would be shipped, left messages but did not get a return call. Finally the order came in weeks later, and at that time my credit card was charged again, when I checked the order found out that one item was not shipped because it was out o stock.

I called and talke to a staff person who promised to refund the second charge as well as the cost of the one item they did not ship.

The credit never showed up, after many calls and messages the refund for the item not shipped showed up on my credit card statement, but the unathorized charge of $251.99 was not refunded. Many calls later they showed a "return" for $62.99.

After more calls, they refunded another $62.99. And showed it as a return, finally I called the Credit CArd Company, when they called the Merchant they were told that the reason they had not refunded the full amount was because there were shipping charges and re-stocking fees. However this was not a return, It was an unathorized charge.

The credit card Company has issued me another partial refund, but as of now I still have not recovered the whole amount of the unathorized charge.

Found other compalaints on the internet for this same Company for charging their costumers and refusing to refund their money.

And several Costumers who had to go to the Better Business Bureau to recover their cash.

How can someone rip off their costumers and still be allowed to stay in business and keep their Merchant account with th Credit card Companies?
