As written here by many, I've had the same experience with QX Telecom aka Quality Exchange Telecom in that they billed me for a service I was unaware I had signed up for.

I started with a phone call to the company on January 9th, 2003 requesting that I am no longer to be billed for the service, that I wanted a refund, and wanted to know how they recieved my credit card information.

After speaking with the customer service representative she did state she could refund 3 payments since they had "Accidently" double billed me for 3 months. However she could not refund the 8 months billing since I allegedly accepted there "Promotional" offer.

I requested an investigation into how I was signed up for this service, they claimed to have a voice recording of a phone conversation with me, and it would take 3 weeks to get it. They said to call back after 3 weeks.

I call back 3 weeks later, they say they confirmed the conversation and said no refund would be available. I requested a copy of this recording via e-mail which as of today I still have not recieved (Almost a month after the request). Nor had I recieved my promised refund for the double charges.

Around February 1st 2003, I wrote the BBB and the FCC as to my situation with QX Telecom. I recieved a few days ago copies of letters sent from QX Telecom to the FCC and BBB (Form Letters, the only difference in the two is whom its addressed). They state in the letters that I was refunded in full as of the writing of the letters.

Well, the letter to the BBB was dated February 13th 2003, the letter to the FCC was dated February 19th 2003. At the time those letters where sent, no money had been refunded to my account.

Upon recieving these letters, I again called (February 22nd 2003) QX Telecom to inquire as to why my account has not been refunded. I spoke to a man who was actually very considerate (A first in my dealings with this company) , the Floor Manager. He said upon looking over my account that no money had been refunded at this time, it was still "In Processing".

He then went on to explain how they had built or contracted with a new processing center, and that they where trying to make money with Billing, BEFORE sending refunds?! I was shocked at this remark, however not completely surprised. I read him pieces of the letter that his company had sent to the FCC and BBB stating my account had been refunded, he really didn't know what to say, he said I need to get with there legal department.

Well like magic, as of today, 2 refunds of 55 dollars have been credited to my account, which is about 1/4 of the total they claimed in the letters to "ALREADY" be refunded.

In short, this company is not honest, and they flat out lied in there resolution letters to the FCC and BBB. I've countered there letters in writing back to the FCC and BBB with the truth.

I highly recomend you write the BBB and FCC on this matter if you feel you've been wrongly billed or enlisted in there service.

One other thing of note, in talking to one of QX Telcoms Managers, he said I signed up for there "Promotion" NOT the service. I asked the legal definition between the two and he could not answer. He read me the legal jargon from the back of one of there phone cards which read close to the following "By using this card you accept the service and terms of agreement stated in your service agreement" etc.

Guess what, I don't think many of you here have used there card, if you have not, then by this mans own words, you never accepted the service :)
