Royal Oak Totally deceived me, ripped me off and sent no product Ripoff Chatsworth California

I received an ad about a $14,500,000 cash giveaway. I've seen the same ad several times before and it sounded legitiment but the ad said that in order to get the request form to get the application for the cash giveaway, I first had to purchase something called a "Royal K Pack" for $25.00 plus $5.00 S & H.
But it doesn't explain anywhere in the ad what it is. But it had a "Bona-Fide" "Solid Platinum" "100% Money Back Guarantee" so I thought what the hell, I sent them a money order for $33.00, they would only accept a money order, and then I waited. The ad said to allow 4 to 6 weeks for delivery. I kinda forgot about it and 3 months had gone by and I received nothing. So I wrote them a letter about a month ago and no response. Now I don't know what I did with the money order receipt so now it looks like there's nothing I can do to get my money back.

I don't understand how these fraudulent merchants continue to put out these advertisements to rip people off and the law doesn't throw them in prison? These rip offs are probably making millions of dollars and laughing all the way to the bank. Certainly, this can't be legal. How do they get away with it?
