TeleCircuit fraudulently changed my phone service from AT&T to their company.  The phone belongs to my mother (deceased) and they contacted my brother (disabled) and told him they could give him a special rate on a subsidized land line.  The phone is listed under my mothers account and I am the executor of the estate.  I have been managing mama affairs and financial arrangements for many years.  The same thing applies to my disabled brother.  They not only changed the provider, they put a lock on the number so it could not be released back to AT&T.  My brother who they spoke to had no control or authority and somehow, these frauds were able to use his permission to change the service to them and to cancel the AT&T account (Almost 60 year account with Bell/AT&T).  They used deceptive practices to convince a vulnerable adult to authorize changes to an account for which he had no control or authorization.  They failed to contact the real customer.  In addition, they had created a new account in my brothers name who cannot create legal obligations.

When I tried to get the change nullified and put back the way it was, I found out that this company now had control of my phone number and wasbasically holding me hostag.  The proocedure started poorly as their phone system required me to select English before I could even start (Englisah is the the default language!).  They said that I would have to go to AT&T and request that my service be changed back too them.  AT&T said that my account with them had been cancelled when TeleCircuit took over the service annd that that company had given them the disconnect authority.  I was required to create a new account including a new credit check (We had Bell/AT&T service since the late '50s).  I ran into a roadblock as TeleCircuit had placed a number lock on my number and it could not be transferred until the lock was removed.

After additional calls to TeleCircuit and  using my brothers DOB and SSAN, I was told the lock was removed.  By then, AT&T customer service was closed.  The next morning, I finally got the procedure started (new account) to restore the service with AT&T.  Then I was informed that it would not be effective for an additional eight days.  This date had been established by TeleCircuit as they had to releaae back to AT&T.  It had only taken one day for TeleCircuit to hijack my line but the are holding me with their company for more than another week.  AT&T cannot expedite the change as they must wait on TeleCircuit and TeleCircuit won;t wxpedite as it's not a priority for them as they are loosing a customer (Who the fraudulently acquired).  AT&T retemtion tell me that I cannot cancel service wit TeleCircuit as they now control my family's phone number and it will be lost if I don't wait for the normal routine transfer.

TeleCircuit only has a overseas call center and a call center manager who took all day to respond to my demands for service.  They will not provide me with any number to the company management ad any numbers listed for their administators are disconnected lines.

I have opened a Better Business Bureau complaint and a complaint with the state regulators.  I can't open a direct complaint with the FCC for slamming as they reporting says I must use my state.  AT&T will not open a complaint as this company complied with the loopholes in the FCC procedures by using a third party verification and they don't verify that the actual customer has approved the change.

After my experience and discovery of other's experience, I think this firm should be banned from any public service and their executves charged with fraud and scamming of vulnerable adults and elderly.
