Twc over charged my bill. It was for $75. I paid almost $400 over a month ago and when i get my new bill after 6 weeks it shows the bill back up to almost the $400 i had paid. My statement as well as the TWC app for my phone both show payment recieved - Thank You and with the amount i had paid. Prior to my payment they had to credit my account $357.14 for services that i never opted for. I noticed that when i got my TWC statement that the adjustments had been made plus rejected payments for the exact same amountthat was credited. I called and spoke to several people and after 3 and a half hours they tell me that they never recieved the payment and they do not know why it shows that they did and also have no idea why they rejected my payment in 3 different amounts to total the $357.14. After i told them it makes no sense as to why after 6 weeks my payment was rejected. They said i have to pay this or my service will be interrupted. After almost 3 years of being with them i am fed up. This now only started since the merger with Comcast. What can i do legally to fix this since my statement shows payment recieved?

First of all the Comcast/TWC Merger was only announced last month, it has not even been approved yet. So Time Warner is still Time Warner.
What can i do legally to fix this since my statement shows payment recieved?
- You can start by getting with your bank showing that Time Warner was paid. If you wrote a check you would have to get a copy of the cancelled check. If it was an electronic transfer you need to get the reference number. With that it still may take some time, but it would be proof that they received a payment.
However, if this involves credits that TWC agreed to and they reversed them. That is totally between you and TWC, there is nothing "legally" they have to do other than showing that the charges are valid.
If you have a dispute with that, your cable bill should have some "fine print" on how to dispute your bill. Usually by writing to the Public Utilities Commission(or who ever regulates cable in your area). It will give you all of the instructions. Just be aware that this will probably include you sending a check/money order for the disputed amount to the PUC. They will then hear both sides and if you prevail they return the money to you, if you loose they hand the check over to Time Warner. But this dispute will stop them from interupting your service while the dispute is being decided on.
