Melanie, you missed the entire point of the thread from start to finish.  Local people are being affected by the nuisance dogs also, just just "cabin renters".

Obviously you are waaaaaay out of touch if you think that Townsend is "in the woods".  The whole motto of the town is "The peaceful side of the Smokies" in case you didn't know; not "Home of the never-ending barking..."

Hearing a dog bark every once in awhile is really no big deal to me or anyone else but to hear a bunch of baying coon hounds carry on all night long is a different story.  Some of us work for aliving unlike the person who owned the dogs and trying to sleep with that kind of nuisance going on is ridiculous.  If you could see the condition in which these animals are forced to live, I am quite sure that you would change your tune.

Until you personally have this problem going on under your bedroom window, you can't fathom what it is like to have to wrok after being repeatedly kept awake by "nuisance animals" that we have local legislation against.

Looks like Billy Ray Myers (AKA Billy Lynn) is going to be charged criminally with the felony of "Interferring With A Real Estate Transaction" along with "Terroristic Threats"(On Tape) and charged with owning "Nuisance Animals that have been found to be in violation of state law.............and that will be a $500 fine for each animal that he owns and "harbors". I have nearly 300hrs of nuisance barking on tape at this point.

Just wanted to drop everybody aline and let them know that the dog situation is a little better but still has an extremely long way to go.

The dogs are no longer being allowed to "run at large" at night anymore. The barking still continues 24 hours a day, 7 days a week. I have had at least a dozen interactions with law enforcment concerning this situation. each time they asked "What should we do?" and each time I showed them the TCA that applies to this situation along with the local ordinances in the city of Townsend.

Each time, I am assured and still yet I find myself at Wally World buying four MORE boxes of twelve gauge shells to shut the mutts up at night.

The last conversation I had with law enforcment was with one of the few officers in Townsend that I respect and will listen to. Do you believe he said that the people with the nuisance dogs won't do anything until you walk over in the mddle of the night, knock on their door and tell them to knock it off. LOL

I got news for ya, after being woken up in the middle of the night by nuisance animals that are against the law, YOU REALLY DON'T WANT ME TO BE THE ONE TO GO TO THEIR HOUSE. DIPLOMACY IS COMPLETELY OUT THE WINDOW IN THIS SITUATION DUE TO THE DURATION OF THE PROBLEM AND THAT'S SPANKY SUTTLES FAULT. Again, I don't mind hearing a dog bark but I'll be damned if I'm going to listen to it for over 3 hours without making a little noise of my own so get used to it Patricia and Lester. It wasn't too long ago that you folks were sking me to go to the city about the dogs. Idiots...........

That's ten minutes past a solid 3 hours of barking. I finally had enough and yelled real loud at them. they immediately shut-up proving the fact that they will be quiet if someone tells them to.

That's right, I was just getting ready to leave for work and removed the disc from the recorder.

Seems I got an additional 2:36:08 hours of Bill's dogs barking. Some of the audio is complete with what sounds like someone being beat to death judging from the tone of the screams. Nice to have the technology to prove the point.

Keep in mind that in the city of Townsend and the jursidiction of Blount County, 1:15 hours of continuous barking is all it takes to qualify as a nuisance and become the resposibility of local law enforcement.

Also keep in mind that 1:15 hours is also all it takes for the $250 fine..........that's for each dog..............and each 1:15 hours interval of the animal being in violation.

I keep hearing that the Skunk-Ape says he's going to sue................well then get to it tough guy..............first you got to prove your point that you're losing work because my blogging has caused the decline of the building industry in Townsend and Blount County. Good luck on that one, dumba$$. As much as I'd love to take credit for the demise of the development industry in this area, you're going to have a hard time proving that one, Skunk-Ape.

Then you've got to prove that what people have said about you in the thread is untrue. Then you're going to have to deal with the countersuit that includes your nuisance mutts. One big difference is that I have documented proof and am gaining more proof eveytime your dogs or kids open their mouths. You have NOTHING.

Remember the whole "your kids inside my garage, deep-freeze" incident? Yeah, we'll have to include that in the countersuit also.

Remember the whole rat infestation that you brought on everybody with your chickens? Yeah, that's something else that will be included.

Then we've got the whole deal that happened out at Richard's house. That incident will not be dealt with civilly but rather in criminal court along with various threats and the fact that you are a felon in possession of firearms. Trust me when I say that video tape of a convicted felon fring off a pistol doesn't bode well for someone who likes to call the police and lodge false accusations at people.

A little piece of advise: be careful who you talk to when you decide to threaten someone. I have ears and those ears have microphones. I just recorded 2hrs and 48 mins of Billy Ray Myers dogs barking. After what happened last night, I ran an omnidirectional outdoor mike from the fence to the board nearby.

I was just getting ready to leave for work when I decided to check the disc. The module is sound activated and kicks on when the dogs start barking. I nearly filled the disc the very night after Bill Allen came out here and made such a fool of himself.

I guess I should go ahead and let the cat out of the bag. I videotaped Bill Allen driving out to Billy Myers yesterday. The whole time that Bill Allen's car is out there, the dogs are raising hell. I really didn't notice the shot when I was filming but you can clearly hear a shotgun blast over in the Dunn Field which is about 400 yds from Bill's trailor. I just didn't notice it over the baying mutts.

This is the blast that Bill Allen said that I shot at him. Boy, isn't a video camera a handy dandy device for showing the cowardice and dishonesty of local law enforcement. If it'll upload soon, I'll come back with a link.

Please compare this video with what the officers say.........or.............actully lie about. These guys really are pathetic little losers and d**n stupid.

7:20 PM - I just saw a police car out at Bill's trailor. The whole time that the police officer was out there, the dogs were barking and carrying on.

Now the police have absolutely no excuse for not knowing about the problem.

I can't believe that anyone would be happy if they moved to Townsend to retire. I know that my husband and I were ready to sue the city and we were just there for 4 nights.

I have a friend who lives in Laurel Valley. you should hear what these residents have to say about the mayor of Townsend. He might even be a bigger criminal than Chief Spanky.
We looked at some condos nearby that were being built. There is completely no way that I would ever spend $300-$400 thousand on a condo in a town where dogs are allowed by Chief Spanky to run amuck all over town at night.

My husband was so mad by the time that we got home that he decided to contact his corporate attorney. I would not be surprised if he doesn't decide to sue Spanky over the dog incidents at our rental cabins.

We are ALL tired of the dogs at night. I'm even sick of hearing them during the day, too. You can't go outside without hearing those d**n mutts start in baying and barking. Must be wishful thingking because they haven't been hunted in years.

Bill called out here yesterday at 9:30 AM. I returned the call around noon and again around 6:00. He wouldn't answer the phone.

Yesterday evening, I was down at my shop and heard him and his wife running their mouthes about something. I couldn't tell what they were saying but I think the 12 gauge scares their girls and makes them turn down their loud music.

I've been dosing them with a steady stream of the "Mexican Station" when it gets too loud. Ther incessant screaming is thing that gets me. They don't just scream, they sound like someone is beating them to death. It's ridiculous to allow children to act in this manner.

I just remembered something...........................not too long, on of Bill's children came out to the edge of the property to tell my mother that one of our dogs had gotten into their garbage.

She's old and I doubt very much that she couldn't even make it that far out to his "illegal" trash area on his Aunt' property. maybe nothing would have gotten into his garbage if he had paid his bill on time and garbage wasn't piled 6 foot high. It was probably one of his dogs that did it to be honest with you.

Flora, thanks for the report. We need more tourists to file ripoff-reports concerning their stay in Townsend. It could be a nice peaceful place but not with Spanky in charge. The guy coming up behind him who will probably be our new police chief is equally as idiotic and ignorant.

I guess LAZY would be the best word to describe Spaky's work ethic but that's just BC law enforcement in general.

I just wanted to let you know, even though I have had a personal conversation with you, there's another blog on the ripoffreport entitled "Chief Ron" that addresses some of Spanky's most recent criminal behavior. This fool actually thought that HE wrote the law and could change it around to his liking.

I dare that little runt to ever come on my property with another illegitimate attempt at enforcing HIS laws. Even the mayor told me one time that "....there's the law, and then there's Ronnie's law........"
