United Equipment Sales is an equipment sales company in portland oregon.  I found their ad on craigslist, advertising refurbished plaster pumps for sale.  It had a picture of a very clean looking used pump with a decent enough price.  I called and spoke with d**k on several occasions questioning him about several items I was concerend about when purchasing used equipment.  In the beginning he was freindly enough touting his, "40 years of experience" with these exact pumps and how "they performed full restorations on these pumps" replacing every part that was worn.  He has a big website that also touts his experience and his companies "professional welding shop".  Look carefully at the web site.  It's pretty shady when you really examine it.  It has ads that are intended to make it seem like he has a multitude of equipment sitting on his lot that has been fixed and up and ready for purchase.  This is not the case.  It never changes.  They are all stock photos intended to bait you in with examples of fairly decent looking stuff.  Its all a charade that is made possible by the internet.  So before I knew all of this I told d**k I wanted to by THE pump from the ad with an optional diesel engine.  I told him specifically this is why I am purchasing the pump because I already own 2 with the diesel so I would be able to buy interchangeable parts.  He heard me say this over and over.  I even asked him if this was the newer hatz diesel like what was on my machines and he replied, "Yes Levi, we will be putting a current production hatz diesel engine on your pump". HA.  I'm telling you.  You have to listen VERY carefully with d**k.  The double-speak is so polished.  Who knows what he meant by current production but I received a hatz diesel that is easily 25 yrs old.  It is hastily put together and sprayed with a thick coat of paint.  As far as I can tell the whole restoration process consists of a first time welder leaving popcorn welds all over the machine and then a painter triple coating the machine.  Decals and BOOM!  UES hi-intensity restoration.  Back to my story.  I send d**k the deposit.  He says he needs to 2 weeks to procure a machine and then he will restore it and place my diesel engine on it to send over.  ALL lies.  He took 2 weeks then said he needed the remainder and would find a trucking company to ship machine. 2-3 more weeks passed and I called to inquire.  He passed me off to office person at this point who sent me apicture of my machine being loaded up a few days later.  The one picture I received before I purchased the machine.  Biggest error.  So a few days later the machine arrives and I am horrified when it comes off of the truck.  The engine is wrong, and 25 yrs old.  The welds all over the machine are terrible.  I learned to weld this year and can produce a better result.  The outlet is 3"not 2" like I requested. So I took a bunch of photos and sent them to d**k.  He responded after several days and a few more calls saying he was disappointed with the way the machine looked.  Offered to ship it back to portland and redo the machine.  I told him no thanks I will ship it back just send me my money.  Not an option.  Tricky d**k had my cash and he knew it.  I told him send back was not an option.  I needed a machine NOW at this point as we were well into the season.  He of course told me to pound sand.  Ill skip ahead a few months and save you the phone calls I woudl make where I would ask d**k for expanations and he flip me non sense, evasive responses until he hung up.  So finally i ask d**k about a new machine price.  i had a price from my dealer and told him take his terrbile machine and give me a credit towareds new machine.  He says great no problem let me call on the price.  We talk several days later and he says yes he will give me a credit for my machine for a new machine.  He said the deal would include shipping both ways and the price would have been about $1k more than what I would have paid for a new machine from my dealer.  AMAZING.  My patience with the situation paid off. Right?  d**k wasn't a bad guy after all and had a shred of self decency or sense of morals.  I told him thank you and to send me the agreement so i could sign it and get back to running my business.  Maybe a week later I get the agreement and of course its not what we agreed on.  It has shipping to send his junker machine back to portlant and on top of that he is charging me a premium for the new machine plus shipping for it.  He is trying to double dip on me.  He is actually trying to not just make a little money off of the new machine.  Hes trying to make a big chunk of change.  The price was around $32,000.  For $2k more I could have a brand new pump and a brand new mixer.  It was $5k more than a new machine from my dealer.  I called him and it was the same old d**k hibbard nonsense.  I confused him with logical question about the situatuon until he hung up.  Your take away should be this.  Dont do business with him.  THere are a lot of other much more reptuable companies out there.  If you do feel like your situation is different, protect yourself.  Ask for 50 close up pictures of the machine, and a video of it operating.  Not that hard to do with a camera phone. Ask for exact model numbers and manufacture dates of waht you're buying.  I guarantee he will squirm and side step all of that with excuses and nonsense.  Remember and realize.  This is his arena and his is an experienced salesman of 40 yrs.  Sales is where his experience ends though.  Google his comapny name. Im not the only one.

d**k is right on many points in his rebuttal to my complaint. The pump was sold as is. The was a contract that we signed stating the terms. He also likely does sell a multitude of pumps each year. I'll keep this short and hit the important points.

d**k offered to have the pump shipped back to Oregon to perform repairs. I told him no, I wanted the pump shipped back and a refund. He adamantly refused.  That was the impasse we got stuck at. I never used the pump because I knew that if I did a return and refund would never be possible. I attempted to negotiate the purchase of a new pump and mistakenly did it over the phone with d**k. Afterwards he changed his mind on the terms. His interest was never to help us or to sort the issue out. It was to attempt to make more money on the transaction. I know what these pumps cost new. That's why we were attempting to purchase a used one and how we got into the predicament we are in. 

Only after exhausting all means of reasonable negotiations with d**k did I post about my experience on the Internet. Now d**k says he won't consider any remedy for us because of the hurtful things I have been saying about the way he operates his business. 

Through my Internet postings I have come into contact with numerous other customers of UES and heard their horror stories. I have accepted the fact that I am now the permanent owner of this pump, but I am determined to be sure other people know about what to expect when purchasing from UES. A couple of tips for the perspective buyer:

1. All correspondence with UES by email ONLY. No phones. You need a paper trail. 

2. Insist on numerous pictures Of your equipment before final payment, the more the better. Every angle possible. 

3. Fly to Oregon and inspect your equipment. That $500 plane ticket would have been the best money I ever spent. 

4. Get model numbers , serial numbers and dates of production on every component. 

5. If purchasing a UES "refurbished" pump, ask for a report of what parts were replaced or repaired during the "refurbishment" process.  If parts were replaced, whether the replacement part was new or used. 

6. Don't feel rushed. These pumps aren't as hard to come by as d**k leads you to believe. During the entire process d**k kept saying how people were snapping these things up and I needed to get a check over or else "this" one would be gone. If this was the case when I offered to cover shipping costs for a refund d**k would have glad accepted to have me out of his hair. 

Take your time. Insist on all the info I mentioned. YOU are the customer. They need your business. Check the Web for other people. I am not the only one. Others are keeping quiet in hopes of getting some sort of resolution.

To Whom It May Concern:

Levi Blinson purchased a used “machine as is/where is /with no warranties implied or given”.  He signed our Sales Agreement acknowledging this.   We have been in contact with Levi by phone and through email regarding his concerns.  From the beginning, we have given him several options to work towards finding a resolution.  Our initial correspondence in April of 2014 we explained the picture he saw were examples of what his pump would look like.

United Equipment Sales sells equipment all over the world.  We sell over 100 pumps a year.  Prior to shipping his pump we tested the pump and it passed our testing procedures.  He received a picture of his pump at the time of shipment and he knew what it looked like before he received it.   The customer stated he has not used the pump.  He is complaining about the cosmetic appearance of the pump rather than the functionality.  He also stated he would be modifying the machine by cutting off the wheels and frame to make it a skid mount.

The customer’s complaint about the engine is unfounded.  His engine was produced between 1999 and 2005 and is the current production engine for the year of Putzmeister A301 pump that he purchased.  If he were to purchase the newest productions, they would run $12,000 wholesale, not the $4,200 he paid.  The Hatz diesel engine is the factory substitute engine they put on these machines.  It is an engine that Hatz still supports. 

We offered to have the pump returned and repaired at our expense.  He declined.  He stated he would like a new pump. We quoted him new Putzmeister A302 SD offering him full credit for the pump he purchased.  At no time did we offer to pay the freight on the purchase of a new pump.  He purchased the used pump for $16,200. The new pump costs over $25,000 plus freight & taxes. It appears he wants a new machine at a used price.

We have shipped the pump the customer ordered in good working condition.  As it turned out Levi was unhappy with his purchase.  Levi has made several unfounded complaints and as time goes on his story changes.

We will still stand by both of these options to work toward a resolution.
