Upright Contractors rip-off will not finish work or answer phone to say something Homestead Florida

I have a serious problem. My bathroom was flooded and I went through an adjuster company, called AGP, as a consultant. once the money was recovered for the bathroom damages, I was refered to a licensed contractor
named Frank Enrique whose company is called Upright Contractors.

They started tearing down the old material and began and found that there were more damages than the insurance suspected. After a long period of waiting for another lump sum, I called Frank Enrique to finish the job. I paid him in all a sum of $3000.00, he brought tiles from another job he had done, which means he didn't
pay for all of the required material, he then other workers to do the job, they were unskilled and I spoke to him about it. Frank told me the job will be done
in one week but instead they work every other weekend.

They started the work by placing new wood with the decaying wood, I spoke to them about it but they
continued to proceed with the job. To make a long story short, the wall is uneven, they used the hot glue to put up the tiles, there are three completely different tiles right now on the walls and floor. I complained to Frank about the job and he told me he would take care of it. 4 months after he bought the tiles that i wanted which is still not enough for the whole bathroom, it has now been more than 4 months that I have been trying to contact Frank to complete the job but he never answers or return any of my calls or email.

I don't know what to do anymore but to ask for your help. PLEASE, PLEASE, PLEASE HELP ME
