This so called agency is a complete scam. They have no intentions of processing your order. It's a scam to get a free processing fee without doing anything. Dispute the charge with your credit card company. Keep a copy of your email correspondence, and your credit card company will honor your dispute. Shut them down!!!

I uploaded twice and Faxed once the required documents!!! Same Generic Cookie Cutter Response: Your order has been cancelled due to lack of sufficent documents; however, a $9 processing fee will be charged against your credit card. Dispute the charged and get your money back!!!

Why should they get free money for no service provided? Shut them down. Dispute the charge!!!
