wireless champs T Mobil authorized dealer deposit held Dec 2010 is due to be refund by April 17, 2011, but never receive refund till now. Irvine, California

 December, 2010, I walked into Wireless Champs, a T-Mobil Authorized Dealer to renew
my cell phone contact.  The owner told me that if I put $200 deposit, I can get 2 new cell
phones and that I will be get my deposit of $200 back in April, 2011.  Thus I signed a 2-year contract at the store located at 14845 Jeffery Rd., Irvine, 92618.  

In May, this year, I called the store, no one ever answered the phone. I then drove to
the store for receiving my deposit refund.  But the owner changed although the business name
remain the same as before.  The current owner said that my two  phone sets are free to every T-mobil customers who renew their contract. 

Now I don't know where the previous owner went with my money. How could I get justice done?
I wanted bring this to the small claim, but don't know how to file? Can anyone from Comsumer Protection organization help me?
