withwholesale.com capitalsshop.com Website doesn't ship items, does not respond to emails, charges more than invoice Beijing, Internet

I ordered a jersey on 12/12 for Xmas - was told when placing the order that most are shipped within 2 or 3 days and I would receive a confirmation email (after I created a "user account" on their website)  To date, I have never received a single email confirmation, even though I have sent them 3 emails to complain and ask where my merchandise is.  They have completely unresponsive.  I was charged on my credit card immediately (by a different website, called withwholesale.com), for an amount greater than my invoice with no explanation.  It's now been 8 days since I placed my order, and when I go to their website, it just shows as "pending".  As far as I'm concerned, I was scammed and I don't foresee ever receiving my order.  My credit card company flagged it as suspicious and I plan on doing a chargeback.
