Global Water has gotten "APPROVAL" from the government to charge Maricopa, AZ residents a MINIMUM of $92 a month!!!!  Even if you do NOT use any water, you will be billed this amount at a minimum.  I was out of town for several months and had to pay this each month without using any water.  This is a classic example of a monopoly raping the public.
