I filed a claim for unemployment with the State of Indiana on December 15, 2013.  In just a few days I received an automated denial because "The database they use did not show any earnings."  I followed the appeal process and sent them copies of my check stubs to prove I had been employed.  This turned out to be a black hole with absolutly no response.  I attempted to contact the unemployment office by telephone and e-mail.  Both are listed on the web-site, but neither allow you to contact anyone.  The telephone number goes round and round with self-service information with no human on the other end; and the e-mail returns an error code indicating "ERROR 404 - Services Not Available."

At this point, six weeks following my original claim date, I decided to visit the office and actually talk to a real person what needs to be done to get the show on the road.  After traveling during a blizzard to their office 20 miles away, they had no record of my claim.  I provided my work history for the last two years that incuded earnings from Indiana and Arkansas and they patted me on the head and said to wait another 4 weeks for a response.  I even contacted my State Senator, Sue Landsky, who had an assistant call the unemployment office.  A few days later they left a voice mail indicating that I had to come back to their office to provide my earnings information, now for the third time.

Remember, all this time I can not file weekly job search information because I do not have an open claim.  So today I went into their office once again with all of my check stubs and earnings.  They finally decided to let me know that because "The base earnings under consideration" were earned in Arkansas, that I would need to file this claim with that state.  What?  Not a single customer service representative had the time or knowledge to tell me this from the get go?

It seems to me that any competent customer service agent handling unemployment claims would understand this VITAL distinction and be able to guide claimants appropriately.  Now I have to start all over with another state, when if our Indiana claims handlers were available to answer questions (No email or phone numbers are available), the ability to answer questions and use common sense, I would not be in the predicament I am now faced with.
 
I will now loose my housing after spending all of my saving for this needless three month delay!  I will loose all of my personal property because I have no money to store it!  I will become homeless because the State of Indiana wants to hire incompetent people rather than pay for the competent ones.  How do you suppose that Indiana is prepared to make me whole.  Who is going to be willing to step up to the plate and take responsibility for the clear mis-handling of this matter.   I assume I will be relegated to accept my lumps because this seems to be a matter of low priority, and the people who it effects are somehow less important than those with high earnings and big homes.
 
I personally would like to see the unemployment department officials experience the same losses that I am now faced with since they have caused it.  That way, perhaps they might realize that they are in fact dealing with people's lives during a time of crises, rather than faceless claim forms with no real life impacts or consequences.
 
Born, raised and educated in Indiana, but for the first time I am ashamed of this fact.
